That's odd. I live in Belgium where azerty is standard and the game has always defaulted to qwerty. Alt + shift should normally allow you to switch between input types, but I'm not sure if that shortcut works if qwerty is already the default on your PC.
The easiest solution would be to just change the key mappings in the game's options. That's what I did when playing on azerty.
If you're talking about the help windows specifically, those always show the default mapping and that can't be changed. It's a bit of a pain. It always says "press F to end mission" when it means to say "press melee attack to end mission". I think this is a symptom of consolitis, which ME2 suffers heavily from.

Well, I cannot belive it's impossible to change the keyboard layout. I know I can remap but it's tedious for a game that is already somewhat complex. And the few remaping I've done wasn't easy. One of teh problem is if you map a key that was already set, it doesn't warn you for that. S you messed up things even more.
Thanks for the message tough.

I know it's been a year but i'm in the same situation.
Did you find something ?
It's really boring to not have the game for our computer.
My setting are in canada, but because my account is in french, the game is in french azerty. It's frustrating- holger14059 years agoHero+
Remapping the keys in game is imho the best you can do.
