Yeah, that was my understanding for the original game, but I seem to remember they specifically saying that you can reach level 60 in one playthrough in the legendary edition.
For this bug/ticket/whatever, I have hit the amount of XP required for level 60, but the actual level itself has just not moved from 59 to 60, if that makes sense?
Have you reached level 30 in Legendary mode? The max XP earned altogether is 862000pts (IIRC). Once you hit 30, you'll continue to get XP with no additional talent points to be added. You still get the amount of talent points one is supposed to get, but since 30 is the max, it prevent hitting 60 in "Classic" mode. As an aside I am maxed on total XP on a second run and I am at level 59 as well, but on lvl 30 on Legnedary.
