The devs who create the patches. Plus as @Skauron rightly stated the problem is now worked on by the Frostbite team at DICE.
As for the "canned" part, right now all we have are rumours. That major parts of the dev team took different tasks after the release is completely normal, the same happen after ME3 was finished, you don't need so many people for DLCs and patches.

nothing more frustrating than losing sound, killing the ascendant, and then getting sync killed from behind by a fiend that you didn't hear 🙂

I do wonder sometimes whether its the announcer bug that causes this whole thing though. I also wonder if everyone loses sound at the same time.. never really thought to ask that.
