If that is the case, you should contact EA directly. Only support can handle Account problems. If you are not from the US change the country in the top right corner.
I've just contacted the assistance and one of those advisor asked me what is a DLC (srsly?)
They told me to contact Bioware assistance, but the Tech Support link bring me back here.

A BSN Account is an EA/Origin account. Costumer Support is handled by EA.
Please try again, link them to the page I posted at the start of this post if necessary.
But be aware that they are only able to help you if you can prove to them that the expired account was yours.

You can use a Voice-Over-IP service like Skype, Viber, or Google Voice for this call to reduce the cost. Just put your location in the Voice-Over-IP service to UK. (as exemple, UK number +44 203 0141818 (Available 9AM-9PM GMT, Monday through Saturday)
