I don't know your circumstances in this so all I can do is explain how I managed to got mine working.
I originally got ME2 on Origin and managed to get the game working. But the product key was not being accepted at social.bioware.com. The game DID start though so I just asked EA if they could do something. They supplied my with a SECOND ME2 copy. I used the cd key and just kept playing with the one I installed. Origin kept updating (for the second ME2 copy). It was trying to install another copy on top of mine and when it did, that's when I bumped into the problem. Days, weeks of figuring this out. This is my solution to the problem.
I had the install of ME2 (from the new copy of the game). You can differentiate the copies by looking at the product keys of the game in Origin. The game would not work with this stupid license check. If I recall correctly, I shutdown Origin and then looked into some folder on EA licenses and deleted the license associated with ME2 (C:\ProgramData\Electronic Arts\EA Services\License\<something>.dlf). Then I turned Origin back on and then used the original copy of ME2 that ran on my laptop and let it Repair Install. It downloaded some additional stuff and installed. Then the game ran.
I hope it helps you all. I don't know for sure and I make no guarantees it will work for all of you. Good luck and venture at your own risk. I risked it too.
First my story, I had bought the delux edition of Mass Effect 2 and it played with no problems whatsoever then my friend bought me the "Trilogy" for christmas then I installed everything but since I had the Delux Mass Effect 2 I didn't need to install the regular version but now ever since then nothing but Invalid License Reason Code = Invalid Cipher (0x0006)
and I did those instructions of yours even trying un/reinstall several times to no avail.
It's either that your instructions didn't work I I was doing it wrong and I'm hoping that I was doing it wrong.
The only thing I can do is tell you not to use uninstall/reinstall. Look for the option to repair installation. You'll know it worked if Origin suddenly downloads more data.
