Exactly the same here. After the car chase, the game judders along and constantly says loading in the lower right.
If I reload the auto save at the hotel start, it's fine, but soon as I reload at any point during LOTSB after that point, the game just freezes and requires a hard restart.
I eventually managed to beat the Broker (by restarting the game after every cutscene), and then the game froze up instead of returning to the Normandy, ultimately corrupting the save and making it impossible to progress beyond the boss fight.
Seems LOTSB has always been bugged and EA/Bioware didn't bother to fix it for the legendary edition.
It always worked fine for me.
If you are on a PC try to repair the game.
(Origin: Game Library > Right-click the game cover > Repair)
(EA app: My Collection > Click on the three dots on the game cover > Repair)
(Steam: Game Library > Right-click the game > Properties > Local Files > Verify integrity of game files.)
