I think it was. After the credits in ME2 the New Game+ prompt says "Continue this game: Complete unfinished missions, develop relationships, play downloaded content, and explore the galaxy for anything you missed."
Seems clear to me that continuing/starting/changing relationships after the suicide mission was intended. As for the romance scene, I don't know whether those are meant to play afterwards or not. It always felt to me like the scene was supposed to be tied to the suicide mission.
@DocTheGamer What bothers me is that they were accepted in the original release and in fact gave players the Paramour II, yet now not. @holger1405
