Yes, but as said, the main relationship is already logged in if you go trough the Omega realy.
As said, I don't think it was ever intended to do another relationship inside the same playthrough.
But I see now that in a later post OP mentions that he had no relationship before he got to the suicide mission.
It might be that OP has a purely technical problem that is not related to a relationship at all.

Could you elaborate on when this black screens happen?
You play on an Xbox it seems?
@holger1405 I know you asked dylan about the black screen but the same happens to me in PS4, I finish the Suicide Mission and go to talk with the romance option (a loyal Tali) and get to the conversation point when you lock in the romance now, in the 360 it jumped to the cabin cutscene and then the achievement popped up (to which I promted to reload before filtring with Tali) but now I get the lock in conversation and it just turns into a black screen where you can hear the engine running and after pressing a few buttons a minute or two later the game starts up in the Engine deck besides Tali and when I go to the Captain Cabin Williams photo is turned upside down (which means that the conditions were secured for the trophy). I can invite Tali to the cabin but no romance scene.
