Mass Effect 3 Citadel (1 of 2) Won't Download Xbow 360

I've purchased the DLC Citadel for the xbox 360 and every time it downloads it get's to 1% then jumps to 99%. When I check in the hard drive it shows that I only have Citadel (2 of 2). What should I do?
