Mass Effect 3 OE on PC Powers won't fire

Do you have any other peripherals plugged in that you could temporarily disconnect to see if there's any change?

If this just started happening after a reset of your keyboard, it may also be worth checking for any firmware updates available for that particular keyboard, or temporarily swapping it out for another keyboard if you have one available to see if that issue persists.

Have you tried repairing the game itself as well? If you're playing through Origin you can right-click the game tile and select Repair, or on Steam you'd want to try these steps. 

This is happening on a fresh install, so I don't think this is a corrupted file. Repair didn't fix anything. Removing peripherals changed nothing, guess I'll have to try another keyboard. If that doesn't work, then what?

If you have any programs running which use overlays, I'd try disabling those as well. 

This would include the Origin In-Game option in your Origin Application Settings, as well as others like the Discord overlay, Windows Game Bar, etc.

Beyond that a clean boot of your system would help determine whether any other programs or processes may be contributing to the issue here as well.

OK, per your suggestion, I did a clean boot, and determined that the AMD external events utility is the cause of the issue, indicating it's fundamentally a problem of screen refreshing.. Thanks for your help

Well, now, having replaced the Aukey keyboard with an HP Omen Encoder, model 6YW76AA, the problem has returned. When I try to fire a power of any kind, the animation and sound stop short and the power does not fire a projectile. This problem is not consistent, but it renders the game unplayable. Disabling the AMD service does nothing.

Did you tried a clean boot again?

Yes, no go. It happens from a clean install, and whether I try firing powers with the keyboard or the power wheel.

Also, I should point out, this only happens when casting powers over cover, where the animation is Shepard stands up to fire the power. The animation cuts off and Shepard crouches again, and the cooldown immediately resets. This is on a fresh download, no mods or anything. Firing a weapon is not affected.

How many FPS do you get?
If you don't know please post a DxDiag in text file format.

Alternatively you could try to restrict the game to 60FPS and test.
