As fare as I know BF1 did run on non SSE 4.1 CPUs, and I doupt that Bioware did use an older version of the engine for Andromeda.
Still, both CPUs you mentioned are beneath the minimum system requirement for the game, so no guarantee.

Your reply has a hint of arrogance, IMO. his main concern was "will it run" and not technicalities.
A little kindness and understanding in response to his main concern would have gone a long way.

First, my answer was relating to a rather ridicules theory, not the system requirements per se, I thought that would be obvious.
Second, as @EA_Barry already pointed out, the page is not blank at all.
Third, if it is for you > go here > Typ in "Mass Effect Andromeda system requirements" > 743,000 results.
- If you go to the console on pc and type in render.dx12 you can manually set it to true. Have not seen any benefits when doing so so its probably not propperly implemented yet
