That's just how the cutscenes are framed. Mass Effect's 4:3 aspect ratio is vert+ (or rather, widescreen is vert-), meaning that people using the 4:3 aspect ratio see more than widescreen users. The black bars are added in cutscenes so you wouldn't see things you shouldn't.
That makes sense, but seeing as this is the Unreal 3 engine, is there anything I can do to change that feature?
I don't think so. Mass Effect is difficult to mod.
