Do you have OneDrive running by any chance? That can sometimes cause conflicts, so see if turning that off fixes it.
As for refunds: If you bought the game through Steam, you have to go through their automated refund system. More info here: https://store.steampowered.com/steam_refunds
EA has a refund system as well, but that applies to games bought from their app: https://help.ea.com/en/help/account/returns-and-cancellations/
