This is a bug in origin that has been around for ages, and I'm surprised they haven't fixed it yet. I believe you can get it to install from the disc by restarting Origin. Keep in mind that even the install from disc is labelled as "download", so you should check the "download speed" to see if it's installing from the disc or not.

However, the The Trilogy Discs I have, do not say "Download" anywhere on them. They say PC DVD-ROM SOFTWARE.
The box says "internet connection required for "Product Activation". implying only conformation for non-pirated content.
