Same. I have access to both an Xbox 360 controller (That should work with Steam) and a PS4 Controller (Same). I have enabled both of them via Big Picture mode and I get a fat load of NOTHING. It's really upsetting. Mouse and Keyboard don't work for the ME1 part. I have a feeling they'd work fine in the other 2 but I really want to start at the beginning and work my way up again. Slightly upset that this seems to be such a HUGE issue for so many people.
Using GLoSC works. I was having the same issue with an Xbox Series X controller and origin playing on a shield. Added the launcher to steam through GLoSC, unchecked the box for closing the overlay when the program closed, since it was the launcher, added it to steam and launched through there. Controller works in all the games.
A little bit of a workaround, but i’m just happy it works. Hopefully it will help someone else.

it’s a controller overlay program for Steam, but you can use it for anything by just adding non-steam games to your library.
you can get it here: https://alia5.github.io/GloSC/
1. install it
2. make sure you have steam installed
3. open glosc, click create new
4. point it to the launcher executable.
5. check the box “launch game”
6. make sure the “desktop config” and “close overlay when window closes” boxes are unchecked.
7. save it and then click “add all to steam”
8. steam will restart, find it in the list and launch it!
couple of notes - i have origin overlays disabled, not sure if that affects it at all. also, if you alt+tab out, be sure to click the glosc overlay window (or alt tab to it) before going back into the game.

oh, and it adds it to your steam library as a non steam game no matter what, so if you have it on steam, select the one that is a non steam game.
