It isn't fixed because it isn't broken. Liara is a Pure Biotic, as is Adept Shepard. ONLY Sentinel (Kaidan) has access to Biotic and Tech abilities. The Dev's made it this way on purpose!
No. It's simply a fact. Adept -and Liara- has no access to Tech abilities. It's odd that the Dev's chose to give Liara Electronics in ME1 in the first place. But that's by the by. However, they balanced it by not allowing her to use Overload.

Because, I mean... Liara still can use Overload if you put her on "auto skill mode" 🤔
I get it from actually having played the games for years. Only Sentinel has access to TECH and BIOTIC's. Liara is Pure Biotic. The fact she was given Electronics in ME1 seems more like an oversight on the Dev's part.
