Me2 sound effects in cut scene extremely quiet possible bug PC

For some reason in the second game, the sound effects in the cut scenes are really quiet, but as soon as you go in-game there deafening. All the sound settings are normal and as soon as you come out of the cut scene it's all fine again. Its really taking the immersion out of the game for me

@Shepard0150 Hi, if you change the sound settings to stereo (assuming it's not set that way already) does that change anything?

I know this is an old post, but where would one see this option? When I open the sound settings all I see are sliders for dialogue, sound effects, and music. And messing with those doesn't do anything to fix the ultra quiet sound effects in cutscenes.
