I figured it out. I'll just answer my own question in case anyone else has the same problem.
I deleted the config files in this location: <path-to-game>\Game\ME2\BioGame\Config\
After that it worked.
I played all of ME1 and I was moving to ME2 to continue were the story. I open up the game get to the title screen, select single say import me1 character and then black screen. I tried opening the game again then black screen. I can launch ME1 and 3 no problem but every time I launch 2 it black screens. I really want to continue my story but I can go from 1 to 3. I uninstalled and re installed then the same thing happens. I know the game is still in the back ground because I use a controller and can hear the sound of the game but it keeps black screen. Please does anyone have any ideas on how to fix this because I really want to continue where I left off?
@kodydenney3 I guess someone merged your post into this thread without replying. Could you try the solution earlier in this thread? If it doesn't work for you, please run a dxdiag and attach it to a post.

So I tried what the guy had and it don't work. I still get blacked screened on the when the launcher starts. Do I send the file in a new ea thread or somewhere else
@kodydenney3 You can attach your dxdiag to a post in this thread, or start a new thread describing your issue and what you've tried already. Either way is fine.

Try to disable the MS Game Service.

Tried the Xbox and still blacked screened. Have the me2 file out but what do you mean test
