Missing the 5th mod upgrade for SMG and Pistol Ultralight Materials?
I suppose to get the 5th SMG Ultralight from Aegohr Munitions, but can't seem to get them to sell it. And no luck for the Pistol Ultralight Materials. Anyway to fix this?

According to this wiki page there is no Pistol Ultralight Materials V.
As for the SMG Ultralight Materials V, I'd make sure that you've acquired the other 4 upgrades first, especially the one sold by Nos Astra Sporting Goods as I believe there are never two stores that sell the same upgrade at the same time.
If you're sure you've obtained the other 4 it's possible that it's mission locked, I'm not sure. How far are you in the story?
@DocTheGamerI've got the first 3 SMG Ultralight (Mar, Turian Platoon), including the one sold by Nos Astra, so if I get one from Priority: Rannoch, Aegohr Munitions would sell the last one?
That's too bad for the Pistol, I thought they fix it in the LE. I did some digging using Coleased tool, it seems there are two stores that supposed to sell Pistol Ultralight (salarian & volus) in the game file. But I am not sure about the trigger condition. I would assume it would then sell the last one yeah, though there are some upgrades that don't unlock until as late as Priority: Thessia, so it's certainly possible it's also mission locked still.
I'm on Xbox One so someone else can probably help you with editing the files directly.
