On my most recent playthrough, that I finished up yesterday, once I got to the point where you get Jaal and Lexi's stuff, I wound up talking to them and rather than giving me their quests they just took the item. Next time I talked to Liam I gave him the Last of the Legion movie and that was that. The quest never broke, per se, it just sorta...happened. Lol. As far as I can tell the start of the quest, Vetra and Suvi's parts can proceed as normal, and you can avoid talking to Lexi easy enough if need be. Jaal only bugs after Trail of Hope. You can play around it so long as you don't mind skipping some crew-talk for awhile.
I'm starting on another NG+ now to see if anything's fixed itself for my games at least.
ETA: Yeah, nope, still got the items in my inventory.

Thanks for testing, so basically it's still doable if one is very careful and avoids some conversations until kadara basically. I could rush the main quest to get there faster, solve all this * and do all the side missions later. I'll see what to do, in the meantime I've started Dishonored 2 and I'm having a great time with it, I may actually just suspsend this for a while waiting for fixes.
