You need to write a PM to Ernest Tse http://social.bioware.com/4034695/ or Bryan Johnson http://social.bioware.com/2263410/ about that stuck Spectre Mastery they can fix it for you.
First, my BioWare Social Network account is messed up. They are supposed to be working to fix it but in the mean time I am unable to get to it so contacting the PM's is not an option that is available for me. Both a friend of mine and my In-Game Medals Earned Times Completed did not change to 2 so we are missing the 500 points plus we are not able to start Spectre Mastery again.
Please HELP!!
