NPC Location error Emily Wong in Citadel

 I finished the install bug at flight control for Emily Wong but I forgot to get back to her before I left the Citadel. Upon my next return. When I went to the Embassy location, there's an "!" icon that said Emily Wong right in front but she's not there. She's actually in the Council Tower.but she does not show on map but you can approach her and complete the mission.
