[PC] Windowed fullscreen - 20 fps
Okay,
I have the 1080 TI, and when I start the game, fraps shows me ~ 20 fps in windowed borderless.
I change to fullscreen, the game suddenly behaves normal.
I change back to windowed borderle...

This is a known issue with gsynch in the Nvidia driver see this nvidia thread link for more
Some have disabled fast boot in windows as a workaround (may not help everyone)
symptom of switching modes restores fps is the giveaway on this
