I'd say that is not only a problem on Insane. I play Veteran difficulty and thermal clips are scarce for me too. I can run out of ALL ammo and there won't be any ammo clips anywhere closer than right under enemy's feet which is impossible to get. And let me tell you, 90% of my bullets find their target, so it is not like I'm wasting them. Its been couple of years since I played the original ME2 but I don't remember this problem in original, actually, and it was supposed to be better in LE...
