The actual rollout time will vary slightly throughout the day based on region so while I don't have that specific info, I'd just keep an eye out for that to become available to finish downloading later on in the day.

I mean, we're 3 hours away from the end of the day. Are we really supposed to expect the rest of the preload to drop today? This situation is very frustrating, as we all paid the same as PS and PC users, yet we only get to preload only one game. Why are we not getting the same treatment?
