Please go to https://help.ea.com and once there click on Contact Us and choose the option you want: Chat , Call them or Have them call you. I suggest the third choice as being best.
One possible problem in accessing Social.Bioware.com may be related to you not having an account with them even though your EA and Origin logins are fine.
You still need to create an account with social.bioware.com (once you successfully use either your EA or Origin email+password to login into social.bioware.com) before you are able to get full access to the website's forums and other stuff--like the N7HQ for Mass Effect 3.
