Maybe disable V-Sync and check your framerate at locations where you only get 30 FPS with V-Sync enabled. What is your framerate? If it doesn't reach 60 in those places (eg, only 56), then the behaviour would be normal as V-Synce reduces your framerate to half if the framerate is lower than the monitors refresh rate.
A Triple Buffering Option would be very helpful, sadly even in Borderless Window mode it isn't available.
@EA_BarryAdaptive sync only enables V-Sync when the framerate can match the monitor refresh rate. If not, V-Sync will be temporarely deactivated to prevent frame drops. In the OP case, it would be rather helpful to activate it - provided that there is no other issue that causes his problem, of course 🙂
I already tried adaptive vsync, and the game is 30 fps everywhere. I honestly think it has something to do with the game running twice in origin and steam. There's even two options for Mass Effect Legendary Edition under Manage 3D Settings in the NVIDIA Control Panel. No other game on my PC has had this framerate issue.
Did you tired to disable Vsync and to set the Max frame rate in the driver to 59 FPS?
