You can change this in ME 2 and 3:
Install game in english, then delete "BioGame_INT.TLK" file. After that rename your language file "BioGame_XX.TLK" as "BioGame_INT.TLK".

In the Launcher:

you have to rename "Game.xx" into "Game.int" - and "Game.int" into "Game.xx"

User/Documents/Bioware-Folder/:

"LauncherConfig.cfg" -> you have to change this to "Language=en_US"

What about ME 1?

There has to be an option, like in the Original ME-Triology (you had to rename files). I mean, common guys, it's 2021.

Is there any option?

FIRST TRY:

Deinstallion of EN-US Version and Installation in XX
- nor10_jenkins.isb
- nor10_jenkins_xx.isb
rename the first into "nor10_jenkins_xx.isb" and
second one into "nor10_jenkins.isb"
Copy those files into the Game-Folder and replace them

I tried it with Jenkins, because it's in the beginning of the game, but... he still talks in the XX Language and the Subs are in XX Language.

SECOND TRY:

Deinstallation of XX and Installation in ENGLISH

renamed files in CookedPCConsole: "Startup_INT.pcc" into "Startup_xx.pcc" and "Startup_xx.pcc" into "Startup_INT.pcc" - after starting ME1 the Main Menu and Menu in Game (Codex, Squad, Map etc.) are in the XX Language, but the Subs are in English.

I cannot figure out how to switch the subs into XX language :-/ maybe anyone can give me a tip.

I tried to rename other ".pcc" files, and in the Content/Packages/IACT-Folder ".isb" files, but there's either no sound - or there is the xx language with english sub, but I want to have english voice and xx sub.

DONE:

- Launcher: XX

- ME1 - MainMenu, Game-Menu (In-Game), etc.: Text: XX - Voice: EN | --> but Subs: EN

- ME2 - whole Game: Text/Subs: XX - Voice: EN

- ME3 - whole Game: Text/Subs: XX - Voice: EN
