Kasumi don't join the squad in ME3? that is sad.

Ok how do I reach the Arena Mini game in the citadel? I don't find it.

Go into the "Armax Arsenal Arena" and engage in the holographic battle simulator.

In the first matches you can only chose two of your squad mates from ME3, Kasumi must be unlocked, if I remember correctly you musts win at least a Bronze Prizes in the arena, then you can unlock Kasumi in the Arena store.

The "Armax Arsenal Arena" is not in the part of the Citadel your screenshot shows, its in the Citadel DLC part on the "Silversun Strip".

Did you visited the Apartment on the Citadel you get from Anderson?

If you not already accomplished the mission "Priority: The Citadel II" you need to do that.

After that you will get an Email from Admiral Hackett that orders you to a Shore Leave.

You will reach the mission if you follow the main game path.

Then you will get the massage I refereed to in my previous post on your Shepard's personal terminal, after that you will have an option to go to the Appartment and the Silversun Strip after you dock at the Citadel or at the fast travel terminals inside the Citadel.

Yes, it is a main mission.

I posted two links above, about everything you need to now about this can be found there.

And again, it is as @Fred_vdp said, you can't make Kasumi a permanent squadmate, she only can accompany you in the Arena fight simulations.  

ok I will check the two links again and see what I can do. I will receive admiral hackett's message when I do the Priority: The Citadel II? 

But I can't find it at all! 

I did some main missions like Cerbures lab and curing genophage and investigating missing scouts and I still can't find that citadel mission!

I got admiral Hackett message!!!!!!!!!!!! All what I had to do is just finishing some main missions then I got the message!
