If you ended up where you started the mission after leaving the area where you talk to Vigil then you simply went the wrong way.

After exiting the elevator away from Vigil you turned left down the hallway. You're meant to turn right, toward the area that was blocked with a shimmering wall when you arrived. You won't need to exit the Mako again after talking to Vigil.

@DocTheGamer Thank you. I thought that I had gone the correct way, given that I was seeing scenery that I hadn't seen getting there, but I will try going the other way. From memory I was turning right when I left the elevator etc. I'll try again.
