Ok, VC++ 2010 is fully installed.
- Go here.
- Download the "DirectX End-User Runtime Web Installer"
- Run the installer.
- Reboot after the installation finished.
- Test.
That worked!!! Mass Effect now works. I also just tested ME2 and ME3 and they work too. Thank you for the help!
