Could you be more specific about what you mean by "for the start of the mission"? Padok Wiks shows up at the beginning of the mission regardless, you'll encounter Mordin if he's alive once you exit the elevator into the lab.

Ugh, no that was the problem. I had re-played the suicide mission to make sure Mordin was still around, and I’d lost track of when exactly Mordin was supposed to show up. Thank you.
