The final romance scenes are closer to the end, so think you need to deal with the salarian ark then the first meridian.

- Correct me if I'm wrong but isn't there a part where the potential romance partner comments about faking Dead During the mission so if that part is to happen when mean a committed relationship has to be initiated before that mission
You are referring to the scene where ryder had to die to get out of a situation? If so then they say the same things during the mission regardless of whether or not you romance them. Cora said the same thing when I romanced her and exactly the same thing when I didnt.
