Hi joshbiese,

Usually you should be able to play the DLC with all accounts on the Xbox with which you purchased and downloaded the DLC for the first time. If you have to  use another Xbox you will only be able to play your DLC on the account you have bought it with. So you will need the licence transfer if you want to be able to play your DLC again.
