No, is not a DLC, the "N7 Collector’s Edition" was a special edition of the game that included the same content as the digital deluxe edition, but came as a physical aka Disc version in a steel hard cover only.

After the game released a upgrade in digital form was made available for the Xbox that include the same items as the physical edition, and that upgrade is now not longer available.

Since the Mass Effect Legendary Edition, which includes all the DLC (minus Pinnacle Station) from the original trilogy, has been out for months, I highly doubt there's any chance it will be available again.

You still can buy the "N7 Collector’s Edition" as a physical disk or the "digital deluxe edition", that includes the same content, as a digital code at third party resellers like Amazon.

how is it not a piece of DLC when it is categorized as DLC in the store, exactly? 

anyways if you can link me to a place that sells codes for the collector’s edition content I would be grateful.

Just go to the Amazon store for your country and search for Mass Effect 3 N7 Collector's Edition.
Then select the Xbox version.

But be aware that the collectors edition is probably not cheap.

Have done that repeatedly for multiple years and never seen a code for the Collector’s Edition content for sale.

In which country do you live?

I've seen the Fenris Mech and the N7 hoodie in the ME Legendary Edition, so everything appears to be included in that.

(The multiplayer and Pinnacle Station excluded, obviously)

This DLC relates to a 10-year-old collectors' edition.
