Reapers don't apear, i can't finish the mission

Did you by any chance kill the Harvester at the spots where you meet him before this point? He "drops" those troops if I remember correctly. Have you tried to restart the mission?
This is a very buggy mission. I had the problem you described as well as another glitch where I have a third undefined squadmate in my squad screen.
I had no idea this could be linked to the harvester. I just nuked it the moment I saw it.
Anyway, restarting the mission did it for me. You should definitely try that.
