Repeating & Frustrating Update Requirement

I don’t get this. I just finished ME-1 Legendary Edition on Xbox One X, and was eager to start ME-2. 

However, on the main launch menu for ME2, instead of New or Continue game, it said Install. I was confused since I thought all three games downloaded together. I thought maybe it was an update, but 33GB seemed awfully large.

Then I saw it listed in the XB1-X  download queue as Update. So I thought fine: “update.” It took several hours to download.

After which, the ME-2 button in the main launch screen still said “Install.” With no way to start the game.

I hoped that when I clicked on the ME-2 start button, my console would recognize that the update had already been downloaded and installed. Not so: it’s downloading the whole 33GB update again.

What in the Sam Hill is going on? In several hours, once it’s done, will the same thing happen? What am I supposed to do?

I read online that there was a fairly small patch some months ago, but nothing like this. Wasn’t all the hames and updates supposed to download at the same time, as a single bundle?

Please tell me I didn’t waste $60 for something I can’t play. And please tell me I won’t have to uninstall and then reinstall the whole thing—especially after just wasting six hours downloading the same update.
