Shadows are messed up in all PC games

Hi, I've been having this weird shadowing issue the last couple weeks. My drivers are all up to date and I can't figure out why the shadows look messed up in all of my games.

I'm hoping someone can tell me how to fix this or if this is normal or whatever and I just never noticed before. But it's been driving me crazy the last 2 weeks or so. Thanks.

    It's called shadow striping. There are mods for Skyrim that fix the problem, I have the problem in ME3 as well. So far I have found no fix for it and have tried many tweaks including some that work for skyrim but so far no luck. I don't get this problem in any other UE3 Engine games so not sure what is causing it. Have you modified the game in any way?
