The console was always disabled, you had to enable it even in the very first Mass Effect game
That is still possible, but now you can just install the ME3Tweaks Mod Manager, and then install the "Bink bypasses" from the Tools menu of the Manager "Tools > "Bink bypasses > (game)".
That will enable the in game console.

The last patch for the MELE was somewhat in 2021, it might be that one of the community patches address this issue, but Bioware will most probably not provide additional patches for the MELE.
