can someone try this:
-DO NOT scan the sick refugee when entering the building
-get uv lights
-activate herbal entrepreneurs
-scan plant, i think you get sample from scanning or ask the guys, idk cause i can't try this, too far back
-then go back to the building and scan the refugee
hopefully the quest running a fever will activate
can some one try this and see if it works?

I've tried this and it doesn't work. My suspicion is that it needs to be done in this order, but I'm past the point where I can test it:
1) Get the S.O.S. quest and talk to the growers
2) Go to the Refugee camp and get the U.V. Lamp from the Salarian
3) Talk to the doctor and scan his patient (does this order matter?)
4) Turn in the lamp to the growers and scan the plants (I'd check this order too)

Did it in that order on my first play through, no change, can't collect a sample to give to the patient
