You have to follow a precise order, which includes not scanning the plants before you return with the bulb. It is clearly another bug. I will copy a link to the site with the sequence that must be followed. The site address is http://game-maps.com/MEA/Kadara-Planet-Mass-Effect-Andromeda.asp.

Not working. Loaded an earlier save. I did the steps on your link above, but still cannot get plant sample. The salarian just simply won't give the quest/ or the junkies to give me plant sample.

They released another update that might have changed it. My first playthrough I had no issue finishing the Earn Your Badge quest. Since the updates it does not generate enough remnant to finish.
