Im at 99% and starting to lose faith in Bioware. I gave them the benefit of the doubt. Fix your bugged quests please, this should be the first priority.

Have you tested it properly? Meaning loading a savegame (or starting a new game) prior to you having visited both the refugees and the herbal entrepreneurs?
