Just encountered this on PS4. It's very frustrating because it means that my Journal is now forever showing an unviewed quest with no option to clear it (why isn't there a "Set all as viewed"? option for the Journal and Codex, anyway?). I spoke to the doctor about the medicine before encountering the drug chemists and scanning the plant and when I looked at my Journal I realised that the quest entry was bugged.
I have a couple like that. Seems to be restricted to Tasks though.
Maybe the plants need a while to 'bud' lol
Has anyone else tried waiting a while, doing other missions to see if you can get the plants later?
The way they say "go ahead and take some" kinda suggests you should be able to take it immediately though

Yes, I went back there after completing other tasks on different planets and also doing some loyalty missions. Nothing changed for me; I couldn't interact with the plants or the NPCs and when I go back to the camp with the Turian doctor he still acts as though I don't have anything he can use. I don't think this is a task that will automatically fix itself by leaving and returning later like some of the others do.
Having the same problem, on PC. Can't give the antibiotics to the doctor.
