Same for me on Xbox One, though I don't have a quest called "Running a Fever". For me, I scanned the plants when I first met the Herbal Entrepreneurs when they broadcast their SOS (quest "Emergency S.O.S."). After completing the Broken Family quest and then the Herbal Entrepreneur quest, I didn't have any prompt to return to the refugees house. I went back their anyway since I remember the Turian doctor saying to bring him medicine; however, talking to him after completing the Herbal Entrepreneur quest did not do anything new.
Same for me too, after spending ages going back and forth, thinking I missed something, I am beginning to wonder if there are more spoiling bugs in this game, (PC)
