Minor update: issue still not resolved -- still unable to purchase. No response yet heard here or elsewhere from EA/Bioware support, beyond a pair of prior support phone calls wherein EA/Bioware support directed me to contact Microsoft/XBox support, and Microsoft/XBox support directed me to contact EA/Bioware support, along with a merged phone call wherein neither support member would take responsibility for the issue.

Eighteen months later, issue still unresolved.

Since the Xbox store isn't our system, we don't have any visibility into availability or purchases from our side.
It sounds like that version of ME3 is no longer available on the Xbox store. Since collector's editions are usually a limited availability, it was most likely made unavailable at some point after Mass Effect 3 launched.

That is incorrect.
Mass Effect 3 for XBox 360 is still available for purchase, and the N7 Collector’s Edition DLC is a DLC entry for that edition which continues to have the issue I detailed in the original post.
Furthermore, I have already contacted Microsoft’s relevant support and was directed to reach out to EA/Bioware due to the Publisher being responsible for which games it lists in the store.
Additionally, though a slight tangent, I will note that several years ago the corresponding Collector Edition DLC for Mass Effect 2 was made purchasable, so it is not unreasonable to assume the same would be or has been done with this DLC.
