Unable to select 4K resolution

I had the same problem (setting to 3840x2160, confirmation, but when reopening the settings they are back to 2560x1440), and I got it fixed by changing the scale factor in the windows display settings to 100%, then starting the game, and now the setting for 3840x2160 was correctly applied.
Maybe this old game is not correctly working with display scaling settings from windows? Or it might have been coincidence?
