Uncommon weapon mods stopped dropping in multiplayer

I've been playing the multi for seveveal months now, and I'm close to max out the silver part of my manifest. But no matter how many Veteran Packs I buy, they just don't drop uncommon weapon mods, even though I still don't have most of those. This has been going on for quite a while, although I didn't noticed it first. I hoped that maxing out the uncommon weapons will force them to drop, but since I did that, I keep getting only consumables. The few uncommon weapon mods I did get all came not from the guaranteed silver card, but the occasional bonus card (the ones where you get two silver cards instead one, the bonus being the fourth card from the left).

The mods that I already had were also distributed in a weird way: I have one that is level 5 (Sniper Rifle Extended Barrel V), and the other four are all level 1 or 2. Of course, this could be just an unrelated fluke.

    The random nature of the universe is out to get you.....The game appears to generate the list of equipment for a pack without actually checking your inventory.  If you need the upgrade, it gets handed out as normal.  If you have maxed out that piece, you get a consumable piece of gear in its place.  When you start trying to fill in your Rare slots, this is really going to stink, since Premium Spectre packs are so expensive.  I have gone completely OCD on this game for a while and maxed out all the weapons and characters, and my best advice is to max out your common weapons as quickly as you can.  They don't have the punch to really get you through Gold and Platinum, but some character builds are less dependent on having a Harrier X in your back pocket. Buy only Premium Spectre, Arsenal, or Reserve packs to maximize your Rare chances, and if you run out of Gel or Rockets grab a jumbo equipement pack.  Back when they were still releasing updates, I would stockpile a few million credits for release day and run through them all at once and it really is a random draw.  I would go through 10 packs in a row and nada, and sometimes it would hit all at once--I maxed the M-11 suppressor while I was spending most of my attention on my coffee, so I thought it was a pistol silencer and not a separate weapon.  So you have had a long dry spell, cross your fingers for the Gear Gods to feel your pain and grant you the goodies because random chance will eventually catch up to you.

    Well, I guess it cant be proven that my dearth of weapon mods is more than bad luck without taking a look at the server side. I already started to buy premium packs and get one new silver mod, so the two silver card per pack should be enough to get the mods as a lagniappe to maxing out the rare section of the inventory. I hope.
