Voeld vault is supposed to be a hazard. The puzzles in there are basically built around the fact that you have plan out your "tricks" between shelters (the green shield bubbles). The vault triggering itself is in fact very easy (straightforward run) but the additional stuff (remnant core, rem-tech and additional loot & research) actually takes some thinking and timing in order to not "hazard out".
Yup I know that, in all 4 of my playthroughs it was, until my 5th and it wasnt freezing cold anymore. until I clicked on one of the consoles to get the remnant core, that was when the hazard triggered and I started freezing again.
Ive hit this bug once- got through the entire vault without it freezing once lol

Yeah i encountered the non-freezing bug too in the first playthrough. The first room was hazard 2 then after i opened the gate it became normal so i was able to explore the vault without worrying about my life support. Though i didnt know the whole vault supposed to be a hazard 2 area, only realized it in my second playthrough and i was wondering if its always been like this since i didnt remember anything like that.
