Where can i buy/download DLC for ME3?

You may as well buy the legendary if it's a game you return to. You will get the fully restored and updated 4k versions of the three games as well as all the DLC and extras. In my opinion it's the best and only way to play the games now and you will have them there to return to in all their glory.
Alternatively does Steam not still sell the DLC?

IMO the LE is very worth it. They updated so much of it, and you do end up playing it more than once. Ive run through as both Sheps! For myself, though, speaking as a gamer, the only reason I would install ME3 is for MP since LE does not have it. The LE really is the way to go right now.
