One of Kirrhe's STG guys from Vermire, maybe the one sane one from the prison area
Gionna Parasini and/or the asari merchant she busted and Administrator Anoleis
Any Justicar
The asari from Feros who got sacrificed to the Thorian
The Thorian MK2
The quarian getting hassled on the Citadel in ME2
The Turian who can't take his 15cm serrated "cultural artifact" on a shuttle with him
Harkin
Aria from ME2. Former Asari commando, had connections, coerced her way onto the Asari Ark before things went bad in the Milky Way.
Conrad Verner, such a dweeb, but it would be fun to see him pop up again pretending to be a Pathfinder.

Conrad could bring his new girlfriend, and Aria could just build her own ark and show up with the cream of all those troops that we got for her.

From my recent playthrough of ME1 I forgot how funny this guy was and the best part is he isn't mentioned in ME3 when you find the remains of Pinnacle Station, you get a Turian special forces team lead by Vidinos as a War Asset.
